Spore Creature Creator won't start with licensing error

I just signed up with a brand new account (using this email address), installed Origin for the first time, then paid for and downloaded Spore Creature Creator for my son. The very first time I ran it it gave a series of missing DLL errors but after installing the MS DirectX Runtime Web installer these went away and I now get

The game can not start.
For security reasons, only a limited number of machines can ever be licensed by a single purchase. This limit has been reached. Please purchase another registration code, reinstall and then try again.
I've tried restarting the computer, and reinstalling the game, but to no avail. Needless to say I've never tried playing this game on any other machine. I've tried calling the local phone support line but there were no operators available (despite it being within the stated business hours), nor have been able to access the online chat support.
Please advise as to what I need to do to fix this. Is it because you also need to purchase the Spore game itself? (my son insisted he doesn't want the game, he just wants to create creatures).
