Hi. I am having the same problem. I have the Spore and both DLCs on steam and I linked them to my EA app but they are not showing up. I followed your solution and the agent said they cannot help me. I am attaching a copy of our chat with a few redactions for privacy.
The summary is the help advisor said "I understand you are having trouble with your Spore purchase. Unfortunately, we are unable to manually link or verify Steam-purchased titles for Spore on the EA app, as those services are no longer supported."
I just purchased the galactic adventures dlc a few days ago. The DLC is pretty much only for online play and EA is still selling the DLC so I don't think it's fair that EA sells it without any disclaimer that it doesn't work and EA help says that they don't support a product they are still selling because it's old.
Please let me know how I can address this issue since help chat doesn't seem to be the solution, and I already spent about an hour with the online advisor.

I purchases Spore, Spore creepy and cute parts dlc, and galactic adventures dlc on Steam. I am not able to play online because i need to register an account. The EA forums say that I need to register it using the EA app. I linked the EA app and my Steam account but Spore is not showing up as a owned game. The forums directed me to you to fix the issue. Well i can play the game on steam but i'm unable to login to the online play which is the whole purpose of galactic adventures. I need to make an account for spore which i can only do on the EA app. The forum post to fix this sent me here. Here is a link to that forum post.

The game is supposed to show up on my ea account as a steam game, like the sims 4 does. Here is a picture of both of my accounts showing that spore is not showing up as a steam game on my account.

I understand you are experiencing issues with Spore online features. Unfortunately, we no longer have the ability to manually grant access or link Spore titles to EA accounts. Since the game was purchased through Steam, please contact Steam Support directly for further assistance with this integration, as online functionality for Spore is no longer supported through the EA app.

Try to understand as you do not have the access of that email with which the EA account is linked and i also tried to verify the ownership so until you have the access of that email or verify the ownership through the above asked questions we cant make any changes to the account
