I had the same problem on my son's computer. I did all of the recommended steps and still nothing. I found a setup file in the directx folder which after running it and following the steps the game ran. Go to Spore> _Installer> directx> redist. Look for DXSETUP.exe and run that. Hope this works for everyone.
Where is this file, I'm confused?
If you're using the EA App, it should be located here by default:
C:\Program Files\EA Games\Spore\__Installer\directx\redist
You just want to run DXSETUP.exe and then load the game up.
For legacy Origin, it's C:\Program Files (x86)\Origin Games\Spore\__Installer\directx\redist
For Steam it's C:\Program Files (x86)\Steam\Steamapps\Common\Spore\__Installer\directx\redist
