Spore unplayable graphic problems

Running the latest version of Spore.

Fully patched

There is static rolling up the screen.

The graphics are glitchy

The UI does not respond to clicks correctly in Full Screen Mode

I can solve it by playing in window mode, but i want to play full screen.  Window mode is not acceptable.

Any suggestions would be appreciated.
