Critical VR graphical/performance fixes for Dirt Rally 3.0 / WRC 23

Dirt Rally 2.0 is an amazing experience in VR, but there are a few key issues that are holding it back from being an entirely enjoyable experience at all times, or things which could be easily implemented to massively improve the performance.  Some of these are fixed by mods, but we shouldn't have to resort to that in the next title.

  • Optimization.  Even with the fastest GPU & CPU's, you could put all graphics settings to the minimum, and still have stutter.  Doesn't matter if it's SteamVR or OpenXR, or what other mods, tweaks, or fixes are used.  EDIT:  It seems one of the major sources of stutter is optimization of Shader Cache.  You can see my fix here.
  • Haze.  There is an unrealistic haze in many stages
  • Luminance/gamma/saturation/brightness.  This is not well configured in many stages, and in some, it's so misconfigured that it's almost impossible to see the track.
  • Mesh on trees/foliage.  This is sometimes described as dithering/alpha testing, but whatever it is, it looks terrible, and is immersion breaking.
  • Track detail.  The track surface itself has no detail/sharpness, and looks like a blurry mess.
  • Popup/draw distance:  Some tracks suffer from a lot of popup of trees and other objects until they're close, and/or they have very jarring transitions from when they go from low detail to high detail.
