Dirt 5 Split Screen Fails

It seems we can only get two controllers to work for split screen. The third controller, no matter who is logged in or what controller it is, does not register in the game.

To clarify, all three people have completed the tutorial. All three have logged into their accounts and all three have the controllers turned on.

The EA instructions say that up to four can play split screen, but then the actual instructions only talk about two players.

What gives? Is there something we are missing?
