I just bought the game and have the exact same problem.
Running on Intel Integrated Graphics UHD 770 on Intel 13600K.
Changing any of the lighting related effects (Volumetric Lightning and Lighting Quality) and reverting back to "Off" and "Low" respectively temporarily fixes this issue.
I run the game on Intel(R) Iris(R) xe intergrated graphics, so maybe it's a glitch based on intel's intergrated graphics.
This bug seems to have been fixed in yesterday's DLC update (Winter Bash).
