As for 2K23... you only need the base version. The other versions just give you extras, in my opinion not worth it if you are willing to put time into the game. And if specialty items are not important to you.
And yes you will need a PS Plus account to play multiplayer online. It's the only reason I have a PS Plus account... but if you prorate the amount you use it over a year it is cheap entertainment.
And there are regular discounts available for it.
I feel 2K23 offers a much more realistic experience, and it has way more ways for you to configure the game to your liking, but it isn't perfect. Since this is an EA forum, I suggest if you have specific questions on 2K23 to message me privately and I would be happy to answer any questions I can.
