Equipment specs/perks information. skill point info also

Hi there, I am wondering if when you purchase specs for clubs if they would go to every iron or wedge you have, or if you have to purchase one per a club? and can you use more than one per an item? like install a legendary specs, with an uncommon accuracy one? Asking because these are not cheap for any good ones. I would prefer not to waste my hard earned in game credits on these to find out if I do not have to.

Any info would be greatley appreciated.

And also does anyone know the max level? I am at 33. have upgraded quite a bit, but read that you will never be able to max every stat out. wondering how far i will be able to upgrade, as it is also super expensive to relearn any one point.
