I think it plays to small a role in the game or it isn't being applied correctly. I can land in the heavy rough on courses with a drive (and drives absolutely SHOULD have large dispersions considering tour average fairways hit are about 50%), and unless it's a long par 5 that requires me to hit >7 iron, there is basically no penalty (and this is with a big fat 0 in recovery attributes).
I mean sure it may say my ball will be 85%-96% power out of that lie, but for all intents and purposes it's giving me 100% distance with maybe just a tiny bit less spin.
This is to me where the game really fails. The penalties out of anything in heavy rough, normal rough (not first cut), or sand are non-existent.... These shots -SHOULD- have a large dose of random for the simple fact that even with a good swing, the amount of grass between the club and the ball is hugely variable and leads to unexpected results.
