@7AnimalMother What do you consider full specced? Does the little box to the lower right on the skill page determine that? If so, no one will ever get "specced up" until they increase skill points of have equipment with full specs, so RNG will always affect everyone for the foreseeable future.

Fully specced to me just means you have a legendary specc applied in each equipment slot.

I get what you mean, but if you look at my attachment, you'll see that the spec/skill meter doesn't fill up regardless of maxxed skills and available equipment specs which to me means that RNG will be in play no matter how well you've built your character at this point. (the picture is from a low attribute player, but a full 60 lvl doesn't fill any of the bars)

What you are saying is true, but RNG starts to become almost negligible as you start building up your character.
But you shouldn't have to build up your character to hit reliable shots.
- Oh dear. Quests still giving Pro Pass Tokens when there's no Pro Pass. How could they overlook this?
