how do i get a refund for PGA Tour the graphics are horrible and cant fix in settings and the game is buggy could not play.

If you haven't played very long or just bought the game then you should be covered under our great game guarantee, otherwise you may need to reach out to our live support to see if you're eligible. Note that this only applies if you've bought the game via the EA app; if you got it via a different storefront/retailer, then I'd recommend reaching out to them regarding their refund policies.
