I think it's getting on the green in one shot fewer than regulation, so on in one on a par 4 or on in two on a par 5.

close its in reg par 3 hit the green with the tee shot. par 4 hit the green with the second shot ( except for reachable par 4's) par 5 hit the green with third shot (or second shot}
idea is GIR means on a par 3: hit the green with tee shot,(GIR) chance for birdie miss it and its par. Miss the green with the tee shot is a missed GIR.

That's what GIR means but the question was about under GIR 🙂.
