Will PGA Tour have a course designer?

Not a chance in the WORLD, since this is built on the Frostbite Engine!

How hard would it be to design these courses from scratch?

Has anyone looked into the Robert Trent Jones Golf Trails in Alabama?

(They run from Huntsville all the way to Mobile Alabama)

How do we (or can we) design new courses?

There is no design courses assuming you mean course creator. There's no Dream 18 function either of selecting holes from the courses in game.

Ask for a dream 18 create a course feature like TW2004 that you can play offline and online. Best you'll get.

Honestly my gut feeling is that there is a negligible chance of this ever happening no matter what you and other players do. Suggest away but don't expect too much would be my advice.

We need that course designer or at the very least the dream 18 feature.
