I think this was intentional and for a good reason, otherwise it would have caused even more confusions.
This is because the reward at 500 crowns is seed packets but Power Lily is NOT a Seedium plant for it does not matter how many seeds you are getting, the plant will be remaining locked.
If you want Power Lily, you need to buy it with real $$$ from the store.
