Google playstore refund policy is here, but iirc you have to be very quick to claim it.

You might be better off if you phoned Google support and explained your situation. (Assuming that this is an android device).

Assuming that it was taken from a card i would also suggest that you try any reach out to your cardholder and reverse the payment.
