The restore purchases bug is normally a harmless bug that appears after reinstalling or updating and usually goes away on it's own, you should be more concerned about your resources and progress disappearing as it sounds as if your data is corrupt.
If you have your original player id number then EA HELP should be able to restore your account, but recently they have been useless and there are several players who have their numbers but can't get their accounts restored.
Did you report it as missing content, because if you just reported it as a bug then just they pass it on and don't create a case?
The account data I have lost is more than 3 years ago, and because of the all the seed packets and battlez I have grinded, I am okay with my new account IF it doesn't keep disappearing.
I have tried lots of bug report types from bug report to 'I can't play the game', but none of the cases goes to my case tab.
