I have just tried the Help Center link and it shows the Chat option with 2 minutes wait. (see image below)
I am in UK and if you are in a different region, the waiting time and the availability of this option might be different.

@404494e458cc3f74 My guess is that there is no advisor available from your region for the option is temporary removed.
Unless you have the ability to change your region with VPN, I suggest to give it another try at a later time/date.
