How to get electric peashooter?

How do you get the Electric Peashooter? I have enough seeds for him, but it costs money to get. Is there a way that I can get it without purchasing it?

    @ilovecitron112 

    Open the almanac and tap on the plant that you wish to purchase. 

    Then tap the find more button and the price should be shown as well as where any more seeds for that plant are to be found.

    Please not that there might be an issue with the store working correctly and you may not be able to complete the transaction.  EA/popcap have been having this issue for a long time.

    You can also unlock powermints through the almanac providing that you have 100 mints.

    No. 
    Electric Peashooter is only available to purchase with money! You can't unlock him with Seed packets.
    The Seed packets that you already collected are only there to level him up.
