I bought 20 gems two times for $6 in pvz2 and did not get it.

I suggest you contact Help Center by following the link at the bottom of this page to get further assistance.  

No forum members and not even the community managers can give you the gems you have ordered, only the advisor from Help Center have the facility to credit your account with the missing items you have purchased.
