I have not time to do the quests but having seen a demo video on YouTube, it seems to me it is an expensive enhanced Iceberg Lettuce (as @linuxPigPen has mentioned, at 200 suns!), maybe useful in adventure or quests where there are many Torchlight and Explorer Zombies which requiring imitated Iceberg Lettuce and you do not have imitator.
Presently I do not see it being useful in Arena unless they ban all Ice plants and put lots of Torchlight and Explorer Zombies to the tournament and forces players to use it.
(I would still play Arena to get a level 1 sample as I love collecting free plants)👿

I've just come back from the Wiki and noted this:
Ice Bloom causes 200 damage when planted.
After thawing, affected zombies will still be chilled.
Ice Blocks somehow act as barriers to other zombies.
Ice Blocks CAN be planted on.
Damage, freeze time, and chill time are all affected by level.
- 6 years ago@linuxPigPen I read about each new plant extensively on wiki~ I will definitely aim to get it up to level 4 and if possible, level 5. I like her...awww....she is cute~

I tried ice bloom on my level 1 profile and while those ice blocks make temporary barriers, it's still a weak plant imho, AND I DON'T CARE IF SHE IS CUTE!
I will probably end up getting the 2,150 crowns to get the two level 5 and a level 1 for my ever growing collection.(sigh)
