Is it possible to have all plants at max lvl ?

Hi, in arena I had a fight against this guy (in attachment). I don`t mind the score, but the level of those plants seems unreal. So, is it possible for a player to have all plants maxed ?  Or is it...

The weird thing is you should not see this opponent at all, because there is code specifically for M200 opponents. Also, there is a cap in score that opponents that exceed are also not supposed to be in the replay pool. I have alot of M200 plants and even I haven't seen any opponent over 20k.
