Just to be clear, this locked up (frozen) image is only shown when you are trying to enter Penny's Pursuit and the other game modes (Arena and Adventures) are ok? What I am really asking is, if you turn off internet data and WiFi first and then start up the App, could you enter the Adventure mode? If you can, could you then turn internet data or WiFi back on and see if it is possible for you to enter the Arena mode.
Because you said you have done the re-installation and the same problem happens, this suggests the issue is with the data from the server and if this is the case then your best bet is to contact EA HELP CENTER by clicking the link at the bottom of this page and get the the corrupted data corrected from the server side.

@eieio_31310No the game directly loads on this screen when I start it. Pause also doesn’t work.
edit - I restarted the game when the flight mode was on. Still the same ☹️

Ok, I think I get it. The game starts up with the frozen image from Penny's Pursuits even without any communication to the server. I did a quick search both here and over the sub reddit, it does not seem to have any report of similar issue with the iPhone XS Max.
This indicates the issue (possibly be due to data corruption) is local to your device. But before attempting any fixes, I would suggest making a note of your player ID if you have not yet done so. This can be obtained without starting the PVZ2 App as the information is also available from IOS's Settings > PvZ 2 > PLAYER INFO (please DO NOT post your ID on the open forum).
Since you are now in a situation that you cannot even open the App, then your option is very limited.
1) if you have access to another phone, you could try installing PVZ2 on that phone and then login to the game center with your current account and see if you can recover your account on this device and see if the problem remains.
2) if you do not have access to another phone, then you will need to take a risk to delete the game and do a fresh installation, re-start the game and see if the fresh installation works (this verifies your device is working). If it works, you can then contact EA HELP CENTER and get the advisor to assist recovering your account by providing them with your original player ID.
(It would have been good if you have registered your email with EA (and got 100 free gems) as this would enable you to delete the game and have it recovered from a fresh install, either on the same device or on another device or even with another platform)
