Penny's pursuit zombies are pretty tough, as you can see they go from 3 to 6 then 9 (🌶,🌶🌶,🌶🌶🌶).
Day 11 (i think) is a similar level.
I can't really suggest anything except stick to 🌶 and try hitting large flocks instead of individual birds.
I managed it with my level 1 profile on 🌶 just to get past it.
I do have a good low level strategy for the zomboss level if you have the plants.

Plant blover then reinforcemint then just keep on doing that, blover will blow away the normal zombies and peanut will spew peas at him.
Works great with level 1 plants.

On level 3 you cant plant plants. Its a cannon score level.

Sorry, i forgot to mention the second part of my answer is for the zomboss level when you reach it, the first part of my answer applies to the cannon level.
