I have tried on my phone (Galaxy J5) and on a tablet (Lenovo M10).
So... 6 months on, and the problem still not resolved. Just installed all updates, the problem still there. Great support!
They only care about the millions they make, I also have the same issue, I have try everything and the issue is still there for the last few months.
The issue must be somewhere on our personal progress data that they store in their servers.
It looks like the data is corrupt and it does not matter what you do the issue will always be there if data is not fixed.
To solve the problem they have to look at the data of players that are having this issue and find what cause to record this specific data and why the app goes to a loop when it reads that data.
Sadly EA not going to do anything about it until thousands of players start having the same issue and starts to complain

Hello I have the same issue with you all and YEP it is still happening from 2022 - 2023, I also tried the troubleshooting solutions and yet didn't work at all and then I had an idea, Instead of using the answer HQ as the report bug advised us, I choose the topic "missing contents" - "have content and lost it" since you are LOSING 1-3 chances of fighting Dr. Zomboss and the rewards such as gems, coins and seed packets of certain plants due to the bug that make you unable to fight Dr. Zomboss and luckily the CS team will get this issues to the dev. Team and trying to fix it if some players had reported it and up vote this issues in the answer HQ, so my advise is trying it like I do and up vote this issue, if you find other person having the same problem and report it on answer HQ then up vote it as well. thank you 🙂
This just happen to me but after collecting the reward about 20 times in a row it finally let me through 👍
Mine has sorted itself out recently! All this time I would occasionally go to Penny Pursuit and try again .Collected more than 1M coins in the process, and got there eventually. It appears to be linked to the "credit" one has in terms of percentage for fighting dr Z, as mine was showing some silly number before going awry. And the "unfreeze" did not happen after loading the game but after collecting the reward for umpteen thousandth time...
