I have encountered a similar issue earlier in the week.  

Before you start to make any further attempts, please note down your player ID first just in case.

If your game will not startup to the main menu, you can get your PVZ2 player ID from the iPhone's Settings, scroll down to PVZ2 then find the PLAYER INFO section and the player ID is the 5 sets of codes below it.

One this is done, now you can try the below.

1)  see if you can enter the game by turning off internet data and WiFI? IF yes, then follow 🏈 below, if no, the your option is to re-install the game and pray.

2)  have you registered your email to get 100 free gem?  

3)  if not, can this be done if you enable your WiFI?

4)  If yes, then your option are wider.  You can try installing the game on another deice if there is one available to see if the game saved progress is ok by recover it on the new device or simple delete the corrupted game on the current device and then re-install.   This was how I recover my game on my iPhones to get them back in 'normal' working order.

Please be aware that affter the re-installation, you will be restricted as a new starter for 2 days, during this time, the restore item on offer will be limited but do not worry, it will be back to normal after 2 days.
