Ok, so your Zen Garden is definitely bugged. I'd suggest to contact EA help center again (bottom of this page) and open a ticket "missing content"! Make sure not to report it as "a bug". Tell them that Bernie the Bee is missing in your Zen Garden, the timers don't work and what you already did to try to fix it.
