I am assuming you do not see the the cloud button on the new device, if that is the case may I ask what age have you enter when you install the game? I ask this question because the cloud button is only available for adult player. (Children are not allowed to register emails with game companies)

This email register is only for PVZ2 and I have no idea how PVZ Heroes or the original PVZ operating by porting the progress, at a guess, I would expect it should be possible to have your game progress saved to Google Play on Android device.
I am playing on IOS devices and with iPhones, I can just transfer my games from an old phone over to the new phone using Bluetooth without re-installation.
