    Great.  Could you try the following steps please?

    1) On the old device, start the game select settings and screenshot or write down your player ID.

    2) Exit back to main menu and click the cloud button and click the Force Sync Player Data button.

    3) Register the account your email address if the option is available. Exit back to the main menu once this is complete.

    Now move over to the new device.

    4) On the new device, delete the PVZ2 App.

    5) Re-install PVZ2 App and it should start with a new account (without any progress)

    6) After the game is up and running, exit to the main menu, click the cloud button and perform the email register again using the same address.  A set of code will be sent to your email address for verification that you are the account holder, once verification is complete, you will see an ID conflict screen.  If every thing is working, you should see there are two IDs, a fresh one without progress and your original ID from our old device.  Please make sure to select the old one (with your progress) and not to start a fresh one as if you choose to start a fresh one, you old progress will be overwritten.
