You buy the shadow peashooter in the ALMANAC with seed packets from the shop, 50 seed packets were given for completing a quest and small ammounts are given at pinata parties and in modern day pinatas. It will cost you a lot of gems just to buy it, let alone upgrade it.
Don't worry about marigold seed packets as it's a mistake, i have seed packets for thyme warp, which also can't be upgraded.
First you have to buy this plant for 250 seeds, only after that you can upgrade it.
I really can't remember buying it, i think i bought it through the ALMANAC.

So, do you own that plant or not? It's a bit confusing. Maybe the upgrade bar appear only after you own that plant. This plant differs from other plants, cause you can buy it with seeds, no other way. Can you post a picture of your plants?
Did you look all tabs in store? I have these pinatas under several tabs, it just can be under another tab in store.
It's in my store, with an 8 day time limit on it.
Perhaps it's a regional thing. ( I'm in the uk🇬🇧).
