Since you already tried reinstalling I'd guess you also tried restarting your device. You could also try to switch from 3G to WiFi or the other way round. Make sure you have enough storage on your device.

If that doesn't work you should contact EA Help and open a case "missing content": https://help.ea.com/en/popcap/plants-vs-zombies-2/ 

Make sure to include a screenshot of the "starting screen" and provide details of your device / operating system.

Resetting your device would probably do the trick as a last option.
