I have the game running at a similar speed on my iPhones 12 and SE with iOS 17.x.
It seems that the system slowdown and graphic lagging is with iphones running iOS15.x.

No, this should be a compatibility issue and bug with the game itself, when I ran PvZ2 on the iPad Pro 2022, it only had Graphics Setting problems, and on the iPad 7 , it didn't even play the game properly
I have same problem on 6th gen ipad. It is unplayable. No problem on ipad air 4
This seems to be happening with the vast majority of iOS devices except the iPad Pro.
