I'm only guessing as the devs are the people to ask about this, but i think that the puffshrooms, fumeshrooms, toadstools and hypnoshrooms generated by witch hazel are the same level as the ones in your almanac, and if you haven't bought toadstool or hypnoshroom and levelled them up then they would probably be level 1.
