Witch Hazel is $$$ plant and not a seedium.  

It cannot be unlocked by seed packages, you have to actually buy it with real money when it is available from the shop which is normally around Halloween.

The seed packages you have purchased with gems can only be used for levelling up the plant one you have paid cash for it.
