Report Button: "Um Hello, is this thing on?"

There is rampant and widespread cheating going on in the game. Week after week, I see the same players, still using the same cheats: Zero Sun, Unlimited Cherry Bombs, or finishing games in Seconds vs. minutes. It's obvious and blatant. Their resources to max out Plants can't be proved, so I won't mention it, but definitely sus.

I have many, many, many screen shots. There is nowhere to submit them.

We have the In-game Report button, but I don't even think it's being reviewed.

Are players being put in the same league or are they slowly getting banned?

Is this even being taken serious? Is the Report Button cosmetic only?
