I am assuming you are talking about the Free Daily Gift of 10 seeds.
Could you check what version of PVZ2 update is installed on your device? The current one is 11.4.1 for your reference.
Nope, I never get the Free Daily Gift,
and also receive 10 seed packets of 4 plants without knowing (with sneaking) everyday,

This indeed seems abnormal. I suggest to screenshot your player ID, register your email address with the App first and then do a clean
install of the game to see if it makes any difference.
