Snapdragon plant didn't unlock

Hi, as the subject indicates, snapdragon didn't unlock by beating the previous level. I unlocked the spikes now even, but the dragon one is still locked. I tried to replay the level before and after where I'm supposed to get it a few times to see if it would unlock, but no, it didn't work. What can I do to be able to use it?? Thanks.
