With the new Travel Log you do the quests and earn seed packets. Once you've earned enough seed packets to level up you can then buy the actual level up with coins.

Yes, that is correct. Pinatas that you earn through quests give out 2 sets of 3 or 4 Packets, with a small chance of an extra 5 packets for a Premium Plant.
Besides the Travel Log quests, you can also buy special themed Pinatas (such as Sun plants, or Mushroom Plants) for cash, or regular, stage-themed Pinatas containing 2 sets of 10 packets, for Gems.
