Do you think it is worth to buy all the trackers?
and any tips on quick levels that I could play to earn seeds for jurassic march,big wave beach ,modern day?

You get ~28 extra seed packets per day with the additional trackers (world plants). If the seeds are somehow evenly distributed that would ~4-5 seeds per plant. So in one month you earn roughly 135 extra seed packets per plant. It's up to you to decide if that is worth it.
I normally just click play and let it surprises me, but when I am in a rush or try to multi-task (playing PVZ2 quests and munching) , I just choose any of the first 4 levels as they are easy to win with just putting down 2x spear-mints.
I have seen some where (i think it was @MAGICDAVESHROOM ) who posted information about which levels are good in each world to do the quests. Maybe he can assist.
This list is from before EA removing levels so don't bother telling me that they don't exist, but my plants are so incredibly mighty now i usually just use the first level in each world to get it over with asap.

Don't know about the other world...haven't start grinding them yet. But level 3 modern day is the easiest to play. You can literally eat breakfast and play them in speed up mode XD if i can get the extra 2 trackers, I definitely would. Even though packets might not seem a lot but they do add up quite significantly.
I bought the pinata tracker. As a rough equivalency, think of it this way. Every week you grind through the tracker is 100 gems you don't have to spend buying a world pinata. What does EA think gems are worth? Is it $100 for their GREAT VALUE of 1800 gems?
As a further sweetener PVZ2 usually gives you a 5 seed bonus every other time you play. So that's an additional 35 seed packets a week. I just leveled up Fire Pea today with my 5 seed bonus.
What is a Modern Day zombie? Every time the quest comes up to defeat 50 Modern Day zombies, I have to go to Danger Zone because all of the levels only have 5 or 6 Modern Day zombies. Annoying. ☹️
