Unable to restore purchases or make new ones

Firstly, when you restored your account did you use the player id number from your original account?
You could have also used the email registration scheme to restore your original account data if you had already signed up to it.
Secondly, if you didn't, then you would have had to start from scratch with a new player id number.
If you have proof of purchase from your google account and send EA HELP CENTER they will restore any plants that you can prove that you bought with money.
Thirdly, whenever you do a reinstall then you are classed as a new player and the offers in the store are different and you have to wait a couple of days so reinstalling over and over again will not help the store.
Fourthly, pvz2 is regional and different countries have different laws regarding such things as age, advertising and in app purchases.
This is a players forum and while we can offer advice, you need to contact EA HELP CENTER by tapping 'help center' at the bottom of the page and make out a missing content report.
Finally, i have noticed that missiletoe is in the store but there is a bug, she doesn't have a price and is in the wrong part of the store.
(Should be in plants but is in special).
This is the only plant not in my collection and i tapped on buy to see how much she was in case she's on special offer.
I am not able to get a price or buy even if i wanted to.
