Unable to unlock Apease-mint and winter-mint despite having enough seed packets

Power Mints are not unlocked by seeds with the exception of Enlighten-mint. What you have are seeds for upgrades (level ups) once you have unlocked them.
To unlock any of these two power mints, you will need to actually buy the power mint itself with 100 mints (tokens) each when they are available from the store.

@eieio_31310Man I wasted my gems then, I’m having the same problem too, I wish they would tell us that before hand, I’ll just have to save up a bunch of mints
