I did not play for 2 weeks and then got demoted (less than the 5 mentioned in the rule). I did start the game and went into the arena, but I did not start playing a single battle.
What counts as activity?

Being inactive means to not join Arena! So for example if you get first place in one week and don't enter arena for 4 weeks you won't drop down a league. When you enter Arena in the 4th week you can pick up your placement rewards and still be in the same league.
If you entered arena then you would have been put into a league and if you finished in the bottom three (which is likely) with zero points then you would have got demoted automatically.
If you did this with every new tournament then you would get demoted every week.
