Hmm, maybe the flag zombie has not yet appear.... if so then it is ironic as he should be the one who leads...

Well, take your pick from one of my guesses below.
1) The Devs might have put him in isolation?
2) He might have got stuck outside the viewable Arena area with Gumnut.
3) He could not find his flag.
4) He got lost on his way to Arena.
...
I am sure others can think of more.
I've just encountered her in penny's pursuit and she's EAvil.
I'm calling her Ivanka.
....
The missing zombie from @MAGICDAVESHROOM 's almanac is indeed the flag zombie.
