Well, take your pick from one of my guesses below.
1) The Devs might have put him in isolation?
2) He might have got stuck outside the viewable Arena area with Gumnut.
3) He could not find his flag.
4) He got lost on his way to Arena.
...
I am sure others can think of more.
I've just encountered her in penny's pursuit and she's EAvil.
I'm calling her Ivanka.

The missing zombie from @MAGICDAVESHROOM 's almanac is indeed the flag zombie.
