Activate Portal
How do I turn on the city hall portal? The control next to it won't activate.

You posted this inquiry in the forum for Plants VS Zombies 2: It's About Time. Since your inquiry makes no sense as there is no City Hall in this game I'm moving your inquiry to the forum for Plants VS Zombies Garden Warfare 2, which is where I'm guessing you should post this (I don't know since I don't play that game). If this is incorrect please let me know and I'll move it to the correct forum.
You can't. Refer to the event calendar to find out when it automatically activates:

The Mystery Portal inside Town Hall operates on s set schedule; on weeks that it will be available Town Hall opens its doors at about 10am EST on Thursday and the Portal will be active from then until the same time on Monday when it will shut down. Town Hall will remain open for another 24 hours to allow people access to the Chests and then close its doors again for the reset.
