Clearly it's not normal. It's a quest that has a completion status. We have completed all of the necessary steps, so therefore the quest status should update to show as complete. Whether there is a reward or not, they need to be cleared out to free up two slots for the quests we get every other day.
The support agent I spoke with on live chat confirmed that this appears to be a glitch and to report it here.
