All Gnomes collected but one missing

Platform:Sony Playstation 4

In what game mode did the bug occur? Town Center
Summarize your bug So I collected all of the 24 gnomes but it says one had been left uncollected. I can’t figure out which one but it’s really annoying
Steps: How can we find the bug ourselves? Playing and collecting gnomes with occasionally happen
How often does the bug occur? Occasionally (10% - 49%)

I don’t know how to fix it but it lets me have the shrine of tra-la-la but not the infinity mallets. I’m really sorry if this is like important but I can’t find which one it is and I’ve gone over them like 7 times

    Oh there was one left uncharted for some reason but I found it over near pressure pier it was a catch a gnome

    There is supposed to be two oars but I broke them and there is also supposed to be a gnome there but it’s completely invisible and all the other gnomes that I have collected and translucent not invisible. I have already gotten the gnome between the oars but I think that is the one that isn’t counting.
