Wizard is in a pretty good state really, double headed dragon bugs aside. Good luck using it to stay on a teammates head for an entire PvP match; you'll get sniped off fast these days as people know what to look for and a single charged cactus shot knocks you off and leaves you stunned.
Is he perfectly balanced? I can't say without actual performance data, but I've never had that much trouble dealing with them once we got used to them after the initial release. He certainly is fun and effective and can't be that far off the baseline of performance, they did a solid job with this character.
