Honestly, I think the Snipers are perfect where they are at. I never use snipers and when I do, hitting a fully charged shot is extremely slim. Like another person said, the high risk, high reward of learning and excelling as a Sniper, there should be a noticeable benefit to it. Limiting the space either the bird or garlic can fly (a certain distance from your character) would help out a lot since you can put your character in a corner on one end of the map and fly around the entire map with no consequence or lose of life.
Why not have the player respawn close to the location of the shot down bird/garlic drone? Or take some damage for getting shot down? Adding more cool down time will do nothing except make players camp the amount of time added and using the drones the same amount anyway. The Garlic Drone feels substantially underpowered over Deadbeards Bird. Maybe its just me but I've been killed a whole lot more from the bird versus the garlic.
The closeup weapons of both characters are extremely weak and will lose 9 times out of 10 against anyone. So keeping the sniper damage high will encourage players to get better and hit more precise shots at long range, which is what they created to do.
