Well you must be totally dense in playing Captain Cannon to begin with. He isn't a shotgun class. Period. You shouldn't expect to play him as one. The shotgun is a last ditch resort, so why should it be powerful?

That's like asking why the other captains shotguns are so powerful. The base captain can be used efficiently with his shotgun alone.
